Enabling research supports the long-term evolution of the future transportation system. As stated in the General Accounting Office report on Surface Transportation Research Funding, Federal Role, and Emerging Issues, as well as by numerous transportation officials, "the current mix of research projects gives too little emphasis to basic, long-term, high-risk surface transportation research." Research and engineering provide the technical underpining for the transportation system of the 21st century. They support long-term national transportation goals whose benefits are too widely spread for any one company to recover its investment, whose cost or risk is too great for one company to bear, and whose benefits are too far in the future to meet private investment.

"The HCI Bibliography is a free-access online bibliographic database on Human-Computer Interaction. The basic goal of the Project is to put an electronic bibliography for most of HCI on the screens of all researchers, developers, educators and students in the field through anonymous ftp access, mail servers, and Macintosh and DOS floppy disks. As of September 1994, through the efforts of over 100 volunteers from 13 nations, the bibliography has grown to a resource of over 10,900 entries occupying over 12 megabytes, used by over 475 sites in 30 nations."
